League City police have uncovered a significant organized retail theft operation following a shoplifting report at a Sephora inside Kohl’s. The investigation led to the recovery of over $400,000 in stolen goods and the arrest of Claudia Ivonne Higuera-Torres. The case, which began on July 12, expanded into a multi-jurisdictional effort involving several cities and counties. Higuera-Torres was arrested on July 21 and charged with first-degree felony organized retail theft. Her bond was set at $150,000, but she remains in custody due to an ICE detainer. The investigation utilized Flock Safety camera systems to identify vehicles linked to the theft ring and connect similar thefts reported by multiple retailers.
