Mueller suggests a permitting process focusing on health, safety, fire preparedness, and economic impacts. The proposal includes requirements for robots to meet ADA and sanitation standards, have emergency kill switches, and be supervised by trained humans. Mueller emphasizes the need for local regulation ahead of potential state or federal action.
