Philadelphia Contractor Shawn Hagan Arrested for Allegedly Bilking Homeowners of Nearly $180,000
Shawn Hagan, a 46-year-old home improvement contractor from Philadelphia operating under the business name Hagan Home Concepts, has been arrested and charged with multiple counts of home improvement fraud, theft by deception, deceptive business practices, and receiving stolen property. This arrest follows a joint investigation by the Bensalem Township and Middletown Township police departments in Lower Bucks County, Pennsylvania. Hagan is accused of taking payments from at least three homeowners for work that was either never started or left significantly incomplete. One Bensalem Township resident reported paying Hagan $46,725 for a home addition that never commenced. Another Middletown Township homeowner paid $107,566 for a major renovation, but only minor demolition and framing were completed over five months before a stop-work order was issued due due to deficiencies.
