President Trump Signs 'Lindsey O. Graham Sanctioning Russia and Iran Act of 2026,' Authorizing Tariffs Up to 100% on Russian Energy Buyers
President Trump has signed into law the 'Lindsey O. Graham Sanctioning Russia and Iran Act of 2026,' which grants him the authority to impose tariffs of up to 100% on countries that continue to purchase Russian oil and gas or facilitate Russian oil sanctions evasion. This legislation, passed by the U.S. House of Representatives with a vote of 262–159, targets major importers of Russian energy, including India and China. The act also mandates a reassessment every 180 days of the five largest importers of Russian crude oil and natural gas. While India has expressed concerns that these tariffs could negatively impact U.S.-India relations, the act includes a broad national security waiver, providing flexibility for the U.S. to apply or waive these tariffs. Ukrainian President Volodymyr Zelensky has urged President Trump to utilize these new powers against Russia following recent attacks.
