This legislation aims to protect American artificial intelligence (AI) models from unauthorized use by foreign adversaries, particularly focusing on threats from the Chinese Communist Party. The bill seeks to deter 'model extraction attacks' that compromise the proprietary capabilities of U.S. AI companies. It proposes measures such as identifying and exposing foreign entities involved in these activities, coordinating with industry for better detection, and imposing export controls and financial sanctions through the Commerce and Treasury Departments.
