CliftonLarsonAllen Audit Uncovers Millions Unaccounted For in Connecticut Grant Program
CliftonLarsonAllen (CLA) has released a second audit report detailing significant financial mismanagement and lack of accountability within a Connecticut legislative grant program. The audit, commissioned by the Department of Economic and Community Development (DECD), investigated approximately $7.7 million distributed to 31 charitable organizations by the now-closed Blue Hills Civic Association. The findings reveal that millions of dollars were disbursed without clear understanding of their intended use, and record-keeping was often non-existent. Specifically, 18 of the 31 subrecipients, who received about $5.3 million, could not provide documentation for approximately $2.5 million in spending. Additionally, about $1.1 million was spent outside the authorized grant periods.
