Richmond Faces Revenue Challenges Amid Rising Property Taxes and Lack of Investment Strategy
Richmond, Virginia, is grappling with significant financial challenges as property taxes continue to rise without a clear strategy for revenue growth. The city's General Fund has increased from $713.6 million in 2017 to over $1 billion in 2025, largely due to a 93% rise in real estate revenue. Despite this, the city lacks a cohesive plan to attract new investments and reduce the tax burden on residents. Richmond's property tax rate is notably higher than neighboring Henrico County, creating a competitive disadvantage. The city has paused reassessments until May 2027, which could lead to a significant spike in property values and taxes. The Economic Vitality Advisory Committee, created to address these issues, has found that no single entity within the city government is responsible for managing revenue strategy.
