OpenAI's ChatGPT has emerged as the dominant artificial intelligence tool within the U.S. House of Representatives, capturing nearly 90% of identifiable AI spending. According to CNBC, ChatGPT accounted for $100,580 of the $113,740 spent on AI vendors, with 798 transactions recorded. The tool is widely used by congressional staff for tasks such as condensing bills, writing memos, and preparing for hearings. Democratic offices have spent significantly more on AI than their Republican counterparts, with ChatGPT being utilized in 44 Democratic and 27 Republican offices. The widespread adoption of ChatGPT is attributed to its early introduction by the House Digital Service and subsequent training sessions for congressional staff.
