This environment, characterized by perceived job insecurity, leads employees to be less inclined to take risks, raise concerns, volunteer for challenging assignments, or go beyond their basic duties. Rutledge highlights that while employees may still be deeply committed to their mission, the high perceived risk of speaking up or taking initiative makes 'keeping your head down' a rational choice for career protection, as long as it doesn't involve unethical, immoral, or illegal actions.
