Mother Challenges Police Decision Not to Prosecute Officers in Fatal Shooting of Kaoss Price
Jillian Hana, the mother of Kaoss Price, is challenging the New Zealand police's decision not to prosecute officers involved in her son's fatal shooting. Price, 22, was shot and killed by Officer A after a pursuit in which Price had side-swiped a police dog wagon and then attempted to commandeer another vehicle. The Independent Police Conduct Authority (IPCA) previously found the shooting unjustified and that excessive force was used, stating Officer A's claim that Price had a weapon was 'implausible and improbable.' Hana's legal team argues that the police investigation and the subsequent decision not to prosecute were inadequate, lacked independence and impartiality, and breached the New Zealand Bill of Rights Act. They highlight that Officer A was treated as a witness, not a suspect, during his interview, which occurred almost two weeks after the incident and was not video-recorded.
