The Elgin City Council has approved the return of the Evil Intentions Haunted House to the city, following a complex voting process. The haunted house, previously located in the former Elgin Casket Co. building, plans to reopen in the Heider Electric Co. building. The council's decision included a conditional use permit and a parking ordinance amendment, which requires the business to explore private parking options after three years. Despite the approval, the process faced criticism from council members who described it as unnecessarily complicated and potentially risky for the business's timeline to open by September.
