Wargames Reveal Challenges and Opportunities in Cyber Deterrence Strategies
Research conducted through wargames has provided insights into the effectiveness of cyber deterrence strategies. The study, led by Andrew W. Reddie and his team, utilized the Tantalus wargame to explore how deterrence works in cyberspace. The findings suggest that while cyber operations can be deterred, states often do not attempt to do so, treating cyber threats as inevitable. The study highlights the challenges of attribution, secrecy, and the less destructive nature of cyber operations compared to conventional attacks, which complicate deterrence efforts.
