Republican Legislation Seeks to End Birthright Citizenship in U.S. Territories, Raising Concerns
Republican Congressmember Morgan Griffith has introduced the 'End Birthright Citizenship for the Territories Act,' which aims to limit automatic citizenship in U.S. territories such as Puerto Rico, Guam, the Northern Mariana Islands, and the U.S. Virgin Islands. The bill proposes that starting in 2027, only children born to U.S. citizens or legal permanent residents in these territories would be granted U.S. citizenship. This legislative move follows a Supreme Court decision affirming birthright citizenship as a constitutional right but leaves room for congressional action in U.S. territories. The bill has sparked controversy, with critics like Puerto Rican legal scholar Efrén Rivera Ramos arguing that it could create a subclass of people subject to discrimination. The bill's introduction coincides with the 10th anniversary of PROMESA, a law that established a fiscal control board in Puerto Rico, which has been criticized for imposing austerity measures without addressing underlying economic issues.
