Grand Forks School Board Approves Ray Richards Golf Course Development PILOT
The Grand Forks School Board has approved a tax incentive for a proposed development project at Ray Richards Golf Course. The board voted 5-4 in favor of advancing the project, which involves a 90%, 20-year payment in lieu of taxes (PILOT) to develop 169 high-end apartments and a Topgolf-like driving range. The project is located in western Grand Forks and is owned by the University of North Dakota. The approval is the first of three required, with the Grand Forks City Council and County Commission also needing to approve the incentive. The PILOT agreement will be reviewed at the 10- and 15-year marks. The decision was made after a public comment period where seven people shared their views, with mixed opinions on the project.
