Durham Considers Expanding HEART Program Beyond City Limits Following Demonstrated Success
Durham residents and officials recently convened to discuss the potential expansion of the city's HEART (Holistic Engagement and Response Team) program beyond its current city limits into Durham County. The HEART Team specializes in responding to mental health crises, welfare checks, and other nonviolent public safety calls that do not necessitate traditional law enforcement intervention. According to Durham Community Safety Director Ryan Smith, the team frequently addresses incidents involving trespassing, individuals experiencing homelessness, and suicide threats where no weapon is present. The program has demonstrated significant success, with city data indicating a nearly 60% reduction in crime reports and a 56% decrease in arrests, while also improving response times by over three minutes.
