However, the Sierra Club argues that the financial burden of the plant's construction would fall on West Virginia residents, as Mon Power seeks 'abandonment authority' from the West Virginia Public Service Commission. This authority would require residents to cover costs even if the plant is not built. Additionally, the Sierra Club highlights that the plant would double pollution levels in the surrounding communities and extend the operation of the existing Fort Martin coal plant, which the new gas plant would be built adjacent to.
