Representative Michael Rulli Introduces GRANITE Act to Shield U.S. Courts from Foreign Censorship Demands
Representative Michael Rulli (R–Ohio) has introduced the Guaranteeing Rights Against Novel International Tyranny and Extortion (GRANITE) Act. This federal bill aims to prevent U.S. courts from recognizing or enforcing foreign judgments, fines, orders, or demands that enforce foreign censorship laws. The legislation also provides a mechanism for Americans facing unconstitutional foreign judgments to seek declaratory relief. Rulli stated that foreign governments are attempting to target American citizens and companies for constitutionally protected speech online, and his bill seeks to defend digital sovereignty and protect Americans from these censorship attempts. The GRANITE Act is based on a concept previously introduced at the state level in Wyoming by state Representative Daniel Singh (R–Cheyenne) and was originally drafted by tech policy lawyer Preston Byrne.
