Representative Darrell Issa Introduces American Copyright Protection Act to Combat Foreign Piracy
Representative Darrell Issa (R-CA) introduced the American Copyright Protection Act (ACPA), designated as H.R. 10364, on September 16, 2026. This proposed legislation aims to establish a more efficient legal framework for copyright holders to obtain court orders against websites identified as foreign piracy platforms. The ACPA would extend its requirements beyond traditional internet service providers (ISPs) to include DNS resolvers and VPN services, specifically targeting those with at least 100,000 monthly U.S. subscribers. Under the bill, copyright holders could petition a federal judge to classify a website as a 'foreign piracy site' based on a preponderance of evidence. Once an order is approved, covered providers would have 14 days to object before the blocking order takes effect, with provisions for faster action on time-sensitive content like live sports. The bill also includes a mechanism for companies wrongly blocked to claim up to $250,000 in damages.
