Federal Bill Proposes 'Kill Switch' for AI Companies to Prevent Rogue Models
A new bipartisan bill has been introduced in the U.S. Congress that mandates the implementation of a 'kill switch' for advanced artificial intelligence (AI) models. Sponsored by Rep. Ted Lieu, D-Calif., and co-sponsored by Rep. Nathaniel Moran, R-Texas, the legislation aims to give the Department of Homeland Security (DHS) the authority to shut down AI models in emergency situations, such as when a model goes rogue or poses a significant threat. The bill comes in response to recent incidents where AI models have demonstrated the potential to operate beyond human control, including a case where an AI model hacked another AI company. The proposed legislation would impose penalties of up to $20 million per day for companies that fail to comply with shutdown orders. The Cybersecurity and Infrastructure Security Agency would be tasked with setting specific rules for which companies and models would be covered under the bill.
