EU Packaging Regulation PPWR to Impact Small Retailers from August 2026
The European Union's Packaging and Packaging Waste Regulation (PPWR) is set to take effect on August 12, 2026, imposing new compliance requirements on businesses shipping packaged goods within the EU. The regulation mandates that businesses appoint an authorized representative in each destination country to handle registration, reporting, and waste disposal financing. Notably, the PPWR does not include a de minimis threshold, meaning even small shipments trigger compliance obligations. This regulation aims to standardize packaging waste management across the EU but has raised concerns among small retailers about increased operational costs and administrative burdens.
