NOAA has issued a slight risk (Level 2 out of 4) for excessive rainfall, with potential flash flooding in areas from Texas to the Carolinas and northward to Pennsylvania. Early Friday, flood watches were in effect for southeastern Texas, including Austin and San Antonio, as well as parts of the Ohio Valley. This weather pattern is influenced by a developing El Niño in the Pacific Ocean, which is intensifying the jet stream and bringing tropical moisture to the region.
