U.S. Representative Nathaniel Moran Co-Authors Bill for AI 'Kill Switch' Capability
U.S. Representative Nathaniel Moran (R-Texas), alongside Representative Ted Lieu (D-Torrance), has introduced a legislative proposal aimed at requiring developers of advanced Artificial Intelligence (AI) systems to maintain the ability to shut them down. This bill, introduced two months prior to California Governor Gavin Newsom's executive order on similar AI safeguards, envisions a graduated response to potentially harmful AI models. Depending on the severity of the threat posed by an AI system, it could be slowed, restricted, or fully shut down. The proposed legislation grants the Homeland Security secretary, in consultation with other federal officials, the authority to mandate such measures if an AI system presents a risk of catastrophic harm.
