University of Oregon Researchers Report Higher CAHOOTS Call Diversion Rates Than Previously Estimated

University of Oregon researchers have released a new study indicating that the mobile crisis counseling service CAHOOTS (Crisis Assistance Helping Out On The Streets) diverted significantly more calls from the Eugene Police Department (EPD) than earlier estimates suggested. A 2022 EPD summary report had placed the diversion rate between 3% and 8% based on call data from the previous year. However, the UO research team developed three new measurement standards, finding more accurate and higher diversion rates. The 'Substitution Diversion Rate' showed CAHOOTS diverted 18% of calls that would have otherwise gone to the EPD. This figure increased to 23% with the 'Prevention-adjusted Diversion Rate,' which accounts for calls diverted from the emergency response system due to CAHOOTS' early intervention.
