Iowa City Community School District Urged to Enhance Financial Expertise Amid Budget Crisis
The newly formed Financial Oversight Committee (FOC) for the Iowa City Community School District (ICCSD) has recommended that the district add more financial experts to its staff. This recommendation comes as the ICCSD continues to grapple with an ongoing budget crisis, which began to unfold earlier this year, revealing years of inaccurate spending and revenue tracking. The FOC, established to improve transparency and confidence in the district's financial practices, questioned the adequacy of financial expertise within the district's business office during its second meeting. Auditors found that the ICCSD had over $38 million in interfund receivables and payables and identified five material weaknesses in its fiscal year 2024 audit, a significant decline from a 'relatively clean' audit in fiscal year 2022. The committee noted that systemic issues, such as incorrect coding of invoices and revenue, should have been caught by standard account reconciliations.
