Congressman Boyle and Steube Introduce Bill for Tax-Advantaged Investment Accounts for Student-Athletes
Congressman Brendan F. Boyle (D-Pa.) and Rep. Greg Steube (R-Fla.) have sponsored the HUSTLE Act (H.R. 9568), a bipartisan legislative effort aimed at creating tax-advantaged investment accounts for student-athletes. This bill addresses the financial implications of 'Name, Image and Likeness' (NIL) agreements, which allow student-athletes to license their personas and earn income. The proposed legislation would enable eligible deposits from these earnings to grow tax-free, mirroring the structure of existing 529 college savings programs. Contributions to these accounts would be shielded from federal income taxes up to the annual gift tax exclusion limit, which is currently $19,000. This initiative seeks to mitigate the tax burden on student-athletes who are now able to profit from their NIL rights, a change that has significantly altered the landscape of collegiate sports finance.
