Pennsylvania Turnpike Toll Dollars Primarily Fund Debt Service and Operations
The Pennsylvania Turnpike Commission (PTC) has clarified how toll dollars are allocated, emphasizing that the system is primarily funded by its users, not state or federal taxes. Out of each toll dollar collected, 47 cents goes to debt service, 16 cents to reserves, 13 cents to maintenance and improvements, 12 cents to personnel, 9 cents to services and supplies, and 3 cents to statewide transportation. The significant portion allocated to debt service is largely due to obligations from Act 44 of 2007, which required the PTC to provide billions for statewide transportation needs outside the Turnpike system. Despite these obligations, the PTC has refinanced $10.6 billion in debt since 2010, saving $1.7 billion, and has kept actual expenses below budget for nine consecutive years.
