New US E-Filing Rule Challenges Philippine Exporters
The US Consumer Product Safety Commission (CPSC) has implemented a new e-filing requirement for importers of regulated consumer products, including de minimis consignments. This rule mandates electronic submission of Certificates of Compliance (COC) through the US Customs and Border Protection’s Automated Commercial Environment. The requirement aims to streamline compliance and target high-risk products more effectively. However, many Asia-Pacific exporters, including those from the Philippines, are not yet prepared to meet these new requirements, potentially facing shipment delays and increased costs.
