International Telecommunication Union Advances Global Efforts to Combat Fraudulent Communications
The International Telecommunication Union (ITU) is spearheading global initiatives to combat fraudulent communications, including number spoofing and robocalls. These efforts are particularly critical given the increasing sophistication of artificial intelligence (AI) in impersonating voices. New standards developed by ITU-T Study Group 11 provide a suite of tools to address this issue, utilizing digital public-key certificates to authenticate calling-line identification (CLI). Specifically, ITU standard Q.3057 outlines the architecture and trust anchor model, Q.3062 details signaling procedures and protected message structures, and Q.3063 specifies CLI authentication procedures. Amendments to existing ITU standards Q.763, Q.931, and Q.1902.3 incorporate protocol extensions for carrying certificates, signatures, and authentication results.
