Clarksville City Council Approves Senior Housing Development at Frosty Morn
The Clarksville City Council has approved a plan to develop affordable senior housing at the Frosty Morn property. During a special session on April 29, the council voted 11-1 in favor of a resolution that allows the city to enter a 75-year ground lease agreement with SOCAYR, a Kentucky nonprofit corporation. The development will consist of a 65-unit complex designed for seniors aged 55 and older, featuring amenities such as in-unit laundry and community spaces. The project's progression is contingent upon securing Low-Income Housing Tax Credits from the Tennessee Housing Development Agency. SOCAYR, which manages over 5,000 units across seven states, aims to provide a permanent living solution for seniors, emphasizing modern accessibility, safety, and energy efficiency.
