European Council on Foreign Relations Warns of Russia's Adapting Hybrid Warfare Tactics in Europe
The European Council on Foreign Relations (ECFR) highlights that hybrid warfare, encompassing cyberattacks, disinformation, and sabotage, has become a fundamental aspect of geopolitical competition in Europe. Teresa Coratella, associate director at ECFR, emphasizes that Russia has refined its tactics to exploit the vulnerabilities of individual European nations. These tools are regularly employed by hostile actors to infiltrate European societies and influence their decisions. While Europe has made progress in developing mechanisms to counter these threats, significant gaps persist, particularly in effective coordination for attributing attacks and the varying speeds at which European capitals acknowledge and respond to the threats. The ongoing conflict in Ukraine further underscores the challenge of preventing internal European divisions from becoming Russia's most effective leverage.
