San Diego's Balboa Park Faces Billion-Dollar Deferred Maintenance Challenge
San Diego's Balboa Park, a nearly 160-year-old landmark, is grappling with an estimated billion-dollar backlog in deferred maintenance and capital improvements. City officials acknowledge that the park's infrastructure, including iconic buildings, sidewalks, and gardens, is in significant disrepair, despite appearances. Studies dating back to 2004 have consistently highlighted the need for substantial funding and governance reform. The city currently allocates between $25 million and $30 million annually from its general fund to operate the park, with an additional $4 million for water costs. However, unlike other city parks, Balboa Park lacks a dedicated revenue stream. Institutions within the park are responsible for some maintenance but not major structural or utility work, which falls to the city. Recent attempts to generate revenue, such as paid parking, were met with public backlash and subsequently abolished.
