U.S. Health Secretary Robert F. Kennedy Jr. has announced a new federal initiative called SURPASS (Simulation-augmented, Real-time Platform Adaptive Seamless Trials) aimed at transforming clinical trials in the United States. This program, unveiled in Austin, Texas, on September 30, 2026, seeks to accelerate the development of new drugs and biologics by utilizing advanced computational models, real-time analysis, shared infrastructure, and automation. The goal is to make clinical trials faster, more cost-effective, and less burdensome for patients. The Department of Health and Human Services (HHS), through its Advanced Research Projects Agency for Health (ARPA-H), is spearheading this effort.
