World AI Conference Highlights Regulatory Split in Global AI Governance
The World Artificial Intelligence Conference (WAIC) in Shanghai concluded with the establishment of the World Artificial Intelligence Cooperation Organization (WAICO), marking a significant split in global AI governance. WAICO, comprising 29 member states, introduces a separate regulatory framework that does not align with the EU AI Act, OECD AI Principles, or the G7 Hiroshima Process. This development creates a dual-track regulatory environment, compelling enterprises to choose between compliance with WAICO standards or existing international norms. The conference also showcased China's advancements in AI technology, including Huawei's Atlas 950 SuperPoD, which demonstrates China's capability to develop AI infrastructure without US-origin components.
