Representative Kathy Castor Introduces Housing Price Transparency Act to Regulate Algorithmic Rental Pricing
Representative Kathy Castor, a Democrat from Florida, has introduced the Housing Price Transparency Act. This proposed legislation mandates that firms and organizations involved in setting home rental prices must disclose their use of pricing algorithms. The bill aims to apply existing restrictions from the Federal Trade Commission Act to algorithmic rental price setting. Under this act, violations or the failure to report the use of such algorithms would be classified as 'unfair or deceptive acts or practices' under section 18(a)(1)(B) of the FTC Act. The bill also provides recourse for victims of such violations, allowing states to initiate civil actions on behalf of plaintiffs to seek damages, restitution, or other compensation. Furthermore, the Federal Trade Commission (FTC) would be empowered to enforce the provisions of this bill. This move comes amidst growing concerns about the impact of algorithmic pricing on housing affordability and market fairness.
