The case stems from a March 2025 order that temporarily restrained the administration from transferring Venezuelan migrants to El Salvador. Despite the order, two flights departed, leading to the investigation. The appeals court ruled that the Trump administration had a clear right to terminate the proceedings, as the order did not specifically prohibit the transfer of migrants.
