Montreux Retreat Advances Efforts to Strengthen Biological Weapons Convention Ahead of December Session
An informal retreat held in Montreux, Switzerland, co-organized by UNIDIR and the United Nations Office for Disarmament Affairs with European Union support, has advanced discussions on strengthening the 1972 Biological Weapons Convention (BWC). The BWC, which prohibits an entire class of weapons of mass destruction, currently lacks a verification mechanism, operational means to assess risks from scientific and technological developments, and robust international cooperation. Diplomats from 32 states participated in breakout groups addressing unresolved issues in a draft agreement, including international cooperation under Article X, science and technology, and compliance and verification. The goal is to reach an agreement on the draft text at the tenth and final session of the Working Group in December 2026, which is considered a "once-in-a-generation opportunity" to strengthen the Convention. Failure to agree could lead to a return to past divisions.
