The announcement was made by Djawa Yunupingu, a revered Yolngu Elder, during the Garma Festival, a significant cultural event attended by leaders and politicians. The new council aims to return land rights to Traditional Owners, emphasizing self-determination and ancestral obligations. The Northern Land Council, which has historically represented Traditional Owners in the region, was not informed in advance about this development, leading to a sense of shock among its members. The creation of the Dilak Land Council is seen as a step towards empowering Yolngu people to manage their land and resources according to their cultural values and aspirations.
