This offer comes as the Commission has had multiple meetings with Anthropic, another AI company, but no discussions on access to its models have been held. OpenAI's initiative is part of its 'OpenAI for Countries' program, led by former British finance minister George Osborne. The offer follows the Commission's recent classification of OpenAI's ChatGPT as a large online search engine under the Digital Services Act.
