Japan Adopts Principles-First Approach to AI Governance, Influencing G7 Standards
Japan has adopted a voluntary, principles-first approach to Artificial Intelligence (AI) governance, centered around the Cabinet Office's Social Principles of Human-Centric AI and sector-specific guidance from the Ministry of Economy, Trade and Industry (METI). This strategy has allowed Japan to become an influential force in shaping international AI governance, notably through its co-launch of the G7 Hiroshima AI Process in 2023. Despite not having a binding cross-sector law for AI, Japan's approach has significantly contributed to establishing international expectations regarding transparency, accountability, and human oversight in AI. However, this landscape may be evolving, as a draft AI Basic Act is currently under parliamentary consideration. If enacted, this act would introduce more structured obligations, particularly for high-impact AI applications in sensitive sectors within Japan.
