U.S. BIS Entity List Aligns with Taiwan's SHTC Entity List Amid Geopolitical Shifts
Since 2018, the composition of Taiwan’s Strategic High-Tech Commodities (SHTC) Entity List has increasingly aligned with the U.S. Bureau of Industry and Security (BIS) Entity List. A significant turning point occurred in 2022, when the overlap rate between the two lists surged to 60.79% and has remained above 70% since. This convergence is detailed in a report titled 'Alignment and Challenges: Taiwan’s End-User Export Controls in the Techno-geopolitical Era,' published by the Research Institute for Democracy, Society and Emerging Technology (DSET). The report attributes this shift to Taiwan's growing importance in the global supply chain and its role in geopolitical conflicts, such as the Russian-Ukrainian War. The DSET report also includes an Entity List Dashboard, which consolidates over 15,540 records from the U.S., Taiwan, and Japan entity lists, providing insights into industry and country trends and visualizing the growth of co-listed entities.
