Oregon's Flex Lending Program Aids Nearly 1,000 Households in Home Purchases
Oregon's Flex Lending program has successfully assisted nearly 1,000 households in purchasing homes in 2025. Developed by Oregon Housing and Community Services, the program targets low- to moderate-income borrowers, offering minimal cash upfront and lower interest rates. The program includes two main products: FirstHome, for first-time homebuyers and some veterans, and NextStep, for individuals earning $125,000 or less who do not currently own a home. Both products can be combined with the state's down payment assistance program, which provides a low-interest loan for down payments. In 2025, 33 state-approved lenders facilitated almost $300 million in home purchases through this program, with significant participation from people of color, veterans, and rural residents.
