U.S. Department of Commerce Eases Export Controls for UAE, Expanding Trade Opportunities
On July 10, 2026, the U.S. Department of Commerce's Bureau of Industry and Security (BIS) issued a Final Rule that significantly eases export controls for the United Arab Emirates (UAE). The UAE has been removed from Country Groups D:3 and D:4, which expands access to license exceptions and removes certain license requirements for missiles, rocket systems, and unmanned aerial vehicles (UAVs). The UAE is now included in Country Group A:5, allowing for broader eligibility for License Exception Strategic Trade Authorization (STA) for the UAE government and approved commercial entities. Additionally, advanced computing items, such as AI chips, can now be exported to UAE government entities and approved commercial entities without a license.
