The State Department has justified the urgency by citing an emergency situation, thereby bypassing the usual 30-day congressional notification period. The sales include significant deals with Israel and Qatar, each potentially receiving $992.4 million worth of APKWS, and a smaller sale to the United Arab Emirates. These transactions are part of a broader arms package that also includes a $4 billion Patriot missile sale to Qatar and a $2.5 billion air defense system sale to Kuwait.
