ICIJ Investigation Reveals ICBC's Role in China's Geopolitical Goals and Compliance Issues
A cross-border investigation led by the International Consortium of Investigative Journalists (ICIJ), titled 'China Capital,' has exposed how the Industrial and Commercial Bank of China (ICBC), the world's largest bank, has been instrumental in advancing Beijing's geopolitical objectives. Based on 4.8 million confidential ICBC records from its London branch and a U.K. subsidiary (2005-2024), the investigation reveals that ICBC used its London operations to finance entities linked to sanctioned Russian and Belarusian business owners, autocrats, and debt-ridden states. The records indicate that ICBC London officers acted under directives from Beijing headquarters to pursue political goals, such as cementing alliances, acquiring natural resources, and expanding control over global infrastructure.
