OPM Director Scott Kupor Outlines Major Reforms for Federal Workforce Performance, Surveys, and Hiring
Scott Kupor, Director of the Office of Personnel Management (OPM), has detailed significant, long-term policy and regulatory changes aimed at transforming the federal workforce. Key initiatives include a major revamp of the government’s performance management system, which now allows agencies to implement a forced distribution system to differentiate high performers and address performance rating inflation. OPM is also overhauling the Federal Employee Viewpoint Survey (FEVS), decentralizing its distribution to agencies and revising core questions to make them more actionable and relevant. Additionally, OPM is ramping up recruitment efforts, particularly for early career employees and tech talent, and is modernizing HR IT systems by consolidating 119 disparate systems into a single government-wide platform, projected to reduce annual costs from $2 billion to $40 million.
