Homeowners Associations Often Hinder Sustainable Landscaping and Solar Energy Initiatives
Homeowners associations (HOAs) in the United States are frequently seen as obstacles to sustainable landscaping and solar energy adoption. While some HOAs in the desert Southwest have adapted to promote environmentally friendly practices, many continue to enforce rules that hinder sustainability efforts. For instance, Janet and Jeff Crouch faced legal challenges when their Maryland HOA demanded they replace their native plant garden with turfgrass. This incident contributed to Maryland passing a law in 2021 that limits HOA restrictions on low-impact landscaping. Despite some states like California and Colorado implementing laws to protect sustainable practices, many homeowners still encounter conflicts over issues like xeriscaping and solar panel installations. Research indicates that HOAs often prioritize aesthetic uniformity, which can conflict with environmental sustainability goals.
