LAPD Releases Video Footage of Two July In-Custody Deaths Following Mayor Bass's Review Order
The Los Angeles Police Department (LAPD) has released video footage documenting two separate in-custody deaths that occurred in July. This release follows an order from Mayor Karen Bass for an independent evaluation of LAPD officer-involved deaths and severe injuries, particularly those involving individuals experiencing behavioral or mental health crises. The first incident involved Jose Hoyos-Munoz, 58, who died in a Valley Jail cell after being taken into custody following a standoff in Chatsworth. He was accused of stabbing two family members and became combative during booking. The second incident involved Alejandro Garcia, 33, who was fatally shot by officers in central Los Angeles after allegedly smashing car windows with a bat and chasing people. Both incidents remain under investigation as city leaders review department response protocols.
