Senator Tim Kaine Introduces DCA Air Safety Act to Reduce Congestion and Enhance Safety at Reagan National Airport
Senator Tim Kaine has introduced S. 5387, the DCA Air Safety Act, aimed at modifying operations at Ronald Reagan Washington National Airport (DCA) to alleviate congestion and revise flight scheduling. The bill mandates the FAA Administrator to assess DCA's airport arrival rate, considering its limited space, complex airspace, mixed aircraft traffic, and overall flight volume. Within 90 days of enactment, the bill requires lowering DCA's arrival rate to a maximum of 28 aircraft per hour. Furthermore, within 180 days, this hourly limit will be converted into binding 30-minute caps to distribute arrivals and departures more evenly throughout each hour, preventing clustering. The legislation also orders the permanent elimination of 30 existing slot exemptions at DCA, which are special allowances for certain flights to operate despite slot limits.
