New York City Mayor Zohran Mamdani's Staffers Ignored Ban on Encrypted Messaging for Influencer Collaboration

Staffers for New York City Mayor Zohran Mamdani reportedly ignored an explicit directive not to use the encrypted messaging app Signal for work-related communications. This defiance occurred as they collaborated with a network of nearly 200 'influencers' to generate favorable coverage for the administration. According to a memo from Mayor Mamdani’s chief counsel, Ramzi Kassem, issued on January 15, communications workers were instructed to avoid using Signal or WhatsApp for official duties. This policy was reinforced with a training session in early March. However, Emilia Rowland, the Director of New Media and Cultural Communications, and other staff members continued to use Signal to communicate with these influencers. The Signal chats were configured to auto-delete, making them inaccessible to the public until reporters began inquiring about the practice.
