This rule sets standards for Health Insurance Exchanges and aims to improve the implementation of the Affordable Care Act (ACA). Key provisions include adjustments to payment parameters, risk adjustment programs, and user fee rates for issuers offering qualified health plans (QHPs) through Federally-facilitated Exchanges (FFEs) and State-based Exchanges on the Federal platform (SBE-FPs).
